Mario J. Gabelli
Chairman & Chief Executive Officer
Mario Gabelli has served as a director of the Corporation since its spin-off from Lynch Corporation in 1999 (Mr. Gabelli served as Chairman and Chief Executive Officer of Lynch Corporation, now called LGL Group, Inc., from 1986 to 2000), and as Chief Executive Officer of LICT since December 2010. He has been a director of CIBL, Inc., a public company with operations in rural telephone and broadband communications, since its November 2007 spin-off from the Corporation to the present and has served as its Executive Chairman since February 2020. Mr. Gabelli has served a director of GAMCO Investors, Inc. (“GAMCO”), a publicly traded company in the asset management business, since November 1976. In connection with those responsibilities, he serves as director or trustee of registered investment companies managed by GAMCO and its affiliates (“Gabelli Funds”). He is also the President of MJG Associates, Inc., which acts as an investment manager of various investment funds and other accounts. Mr. Gabelli serves as an overseer of the Columbia University Graduate School of Business, and as a trustee associate of Boston College and a trustee of Roger Williams University. He also serves as a director of the Foreign Policy Association, The Winston Churchill Foundation, The E. L. Wiegand Foundation, The American-Italian Cancer Foundation, and The Foundation for Italian Art & Culture. He is Chairman of the Gabelli Foundation, Inc., a Nevada private charitable trust.  
Joe Cecin
Chief Operating Officer
Joe Cecin brings over 30 years of operating, finance and M&A experience across the telecommunications sector. As COO of LICT, he is responsible for the operating performance of the Company's subsidiaries providing integrated broadband, voice and video services in rural markets across the United States. Prior to LICT, Joe served as CEO of Ontivity, a leading private-equity backed provider of telecom infrastructure engineering and construction services to carriers and infrastructure providers nationwide, operating 20 branch offices across 13 states with approximately 900 employees. He has also held senior operating roles at The Hylan Group and UniTek Global Services, both private-equity backed providers of communications infrastructure design, engineering, and construction services for wireline, wireless and smart city operators. Prior to that he served as COO of RCN Corporation, a cable TV and internet services provider. Earlier in his career, he was a Managing Director at BB&T Capital Markets originating and closing M&A transactions in thetelecom sector. Joe began his career as a network engineer and later Managing Director of Corporate Development at Bell Atlantic (now Verizon). Joe has served on the boards of five publicly traded companies, including twice as Chairman. Joe holds a B.S. in Electrical Engineering from West Point and an MBA from Stanford University. He is a U.S. Army veteran and FAA-certificicated private pilot.
Stephen J. Moore
Vice President, Finance
Stephen J. Moore has served as Vice President of Finance at LICT Corporation since 2014, bringing more than two decades of financial leadership experience across telecommunications, consulting and international trade. In this role he is responsible for all financial aspects across the company's portfolio of rural broadband and telecommunications subsidiaries. Mr. Moore served as Chief Financial Officer at CIBL, Inc. from March of 2020 thru July 2022, where he oversaw all aspects of the company's financia operations. Before joining LICT, Steve built a broad foundation in corporate finance through progressively senior roles in diverse industries. Prior to that, he was Controller – North America at Poyry Management Consulting, a global management consulting firm, and served as Controller at Dorian Drake International, Inc., a distribution and marketing company with operations across multiple continents. Earlier in his career, he was a Regional Controller at KLM Cargo North America. Mr. Moore holds a Bachelor of Business Administration in Finance from Iona University and earned an MBA in Accounting from Long Island University.
Evelyn C. Jerden
Senior Vice President, Regulatory Dynamics
An accomplished financial leader, Ms. Jerden has been with LICT for nearly 35 years, joining the company in the early 1990s and supporting its growth from a regional telephone operator to a multi-state broadband and voice services provider. In this role she is responsible for ensuring that LICT and its subsidiaries comply with all relevant regulations and standards in the telecommunications industry, working across subsidiaries including CentraCom, Western New Mexico Telephone, Cal-Ore Telephone, Giant Communications, Haviland Telephone, JBN Telephone, Sound Broadband, and Central Broadband. Jerden serves as the primary point of contact with regulatory agencies including the FCC and state public utility commissions, and supports LICT subsidiaries with compliance, risk mitigation, and submissions management. Prior to joining LICT, Jerden served as Director, Revenue Requirements at Western New Mexico Telephone Company and was senior manager in the telecommunications group at Ernst & Young. Jerden holds a BBA in accounting from Pacific Lutheran University School of Business. She is CPA certified.
